Entornos escolares seguros y saludables,

Para la conversión de los entornos escolares 
en áreas de protección de la salud de la infancia.

Más coches, más riesgo, menos niñas y niños caminando...
Durante las rutas escolares, las niñas y niños 
respiran el 20% de la dosis total diaria de contaminación atmosférica...

Hasta hace pocas décadas, en España, la mayoría de niñas y niños, tanto en pueblos como en grandes ciudades, tenían la posibilidad de desplazarse caminando a su centro educativo y de usar las calles para el juego, sin acompañamiento de personas adultas. 
En la actualidad, esta autonomía de movimientos se ha visto drásticamente limitada por un modelo urbano que prioriza la movilidad en vehículo privado, lo que ha generado toda una serie de efectos sobre la vida de niños y niñas.
Aparte de las consecuencias sobre la seguridad, es necesario visibilizar otra serie de impactos sobre la calidad del aire y el espacio público que condicionan el desarrollo y la salud de la infancia: Más coches, más riesgo, menos niñas y niños caminando...Durante las rutas escolares, las niñas y niños respiran el 20% de la dosis total diaria de contaminación atmosférica...

Medidas propuestas:
Por todas las cuestiones expuestas anteriormente, se presenta esta propuesta para que los entornos de los centros escolares se conviertan en Áreas de Protección de la Salud de la Infancia.
Para llevar a cabo esta transformación, se insta a todas las administraciones públicas competentes a trabajar de forma conjunta para aplicar las siguientes medidas:

.- En Instalaciones de los propios centros escolares:
    1. Sustituir las zonas de aparcamiento que se encuentren dentro del recinto escolar por áreas estanciales y de juego.
    2. Reservar en todos los recintos educativos, o en sus aledaños, un espacio seguro para el aparcamiento de bicicletas, patines y patinetes para incentivar la movilidad activa al centro.
    3. Revegetar los patios escolares con arbolado y plantas que proporcionen sombra, frescor y color a estos espacios, mejoren la calidad del aire y amortigüen el ruido. 

.- En Alrededores y accesos a los centros escolares:
    4. Limitar el aparcamiento y el tráfico en las calles del entorno y, muy especialmente, en las inmediaciones de las entradas a los centros.
    5. Vigilar y hacer cumplir estrictamente la normativa vial a la entrada y salida de estudiantes para que el entorno escolar sea un espacio seguro y de convivencia.
6. Priorizar la movilidad peatonal y ciclista en el viario del entorno escolar, creando corredores de acceso libres de coches, fomentando la presencia de vegetación y agua, y promoviendo zonas estanciales, de encuentro y de juego en el espacio público.

.- En Planificación urbanística
    7. Integrar en la redacción del POUM (Plan de Ordenación Urbanística Municipal) medidas para fomentar entornos escolares seguros y saludables.
    8. Incorporar en los Planes de Movilidad Urbana Sostenible (PMUS) medidas específicas de limitación y pacificación del tráfico en los entornos escolares.
    9. Promover un cambio generalizado hacia el modelo de “Ciudad 30” para reducir la velocidad del tráfico en todo el viario urbano. 

.- Zonificación escolar
    10. Priorizar la proximidad al centro escolar como criterio básico del área escolar, en beneficio de la infancia y de toda la comunidad, revirtiendo la implantación de “zona única de escolarización” que tan negativamente influye en el incremento de desplazamientos motorizados diarios.

El “Seminario Movilidad e Infancia” es un grupo de trabajo formado por profesionales del urbanismo, la educación, la gestión de la movilidad, la seguridad vial y la salud pública, y representantes de diferentes administraciones, universidades y centros de investigación, consultoras y organizaciones ciudadanas (ambientalistas, de voluntariado, educativas…), implicados en el desarrollo de políticas y programas orientados a promover la movilidad activa, segura y autónoma de la infancia.

El Seminario viene trabajando y reuniéndose anualmente desde el 2012, con el apoyo del CENEAM, Centro Nacional de Educación Ambiental, dependiente del Ministerio para la Transición Ecológica.


Las siguientes entidades, integrantes del “Seminario Movilidad e Infancia”, junto con diversos profesionales, promueven esta propuesta: el Instituto de Salud Global de Barcelona ISGlobal), la Coordinadora en Defensa de la Bici –ConBici-, la Confederación Española de Asociaciones de Padres y Madres de Alumnado –CEAPA-, la Asociacion de Viandantes A Pie, el grupo “La ciudad de los niños” de Acción Educativa, el Grupo de Estudios y Alternativas Gea21 y el Comité de Salud Medioambiental de la Asociación Española de Pediatría.
